Yes - for Indiana public agencies, specifically. Indiana Code IC 5-22-10 (Special Purchasing Methods) lets a governmental body make a special purchase off a competitively-awarded cooperative contract without running its own bid - Sourcewell's Indiana Legal References cite IC 5-22-10-5 (savings to the governmental body), 5-22-10-12 (governmental discount available), and 5-22-10-14 (pricing at or below federal GSA schedules).
